Food industry's health claims fail EU science test

Only 20% of the claims submitted by the food industry received scientific backing from the European Food Safety Authority (EFSA), the agency said last week.

The EU's food safety watchdog published on Friday (8 April) its opinion on 442 proposed health claims on food products.

The share of rejected claims "unfortunately" did not change from previous assessments, with 80% of submissions rejected and 20% approved, EFSA officials told EurActiv.

"As for previous evaluations, many of the unfavourable opinions in this series were linked to the poor quality of the information provided to EFSA," the agency said in a statement.

Such information gaps included failure to identify specific substances on which the claim is based and a lack of scientific evidence that the products are indeed beneficial to bodily functions.

Some applications were not even clear regarding the health claim being made, EFSA added.

Green light for walnuts, olive oil and caffeine

The publication of Friday's package of approved claims follows three other series of opinions published by EFSA since October 2009 (see firstsecond and third series). 80% of the claims have been rejected so far.

The claims approved in last week's package include the relation between walnuts and improved functioning of blood vessels, the antioxidant effects of polyphenols found in olive oil on bad cholesterol, and the effects of caffeine on alertness and increased physical endurance.

'Botanical' health claims on hold

EFSA experts have now completed the evaluation of around 80% of "general function" health claims, with the last batch of 600 set to be finalised by June for publication in the autumn, it said.

The European Commission will then immediately follow up in order to establish a positive list of permitted health claims for all substances other than "botanical," it said in a statement

'Botanical claims' on substances such as aloe vera, echinacea, ginseng and green tea extracts are currently on hold at the Commission's request.

Background: 

Food packages often carry health or nutritional claims, such as "reduces cholesterol" or "low fat". Some of these claims can be misleading to consumers who cannot interpret scientific nutritional tables.

EU legislation on health and nutrition claims made on food, which entered into force in July 2007, introduced procedures for the substantiation of claims and restricted the use of certain types of claims.

The full list of all permitted health claims was due to be published in January 2010, with regulation due to follow in the autumn of that year.

But the work by the European Food Safety Authority (EFSA), which is in charge of examining scientific backing for the claims, has faced delays due to late submissions and the large number of submitted dossiers. An initial 44,000 submissions were later consolidated into a list of more than 4,600, according to the European Commission.
