Roaming charges directive not always observed - Iain West, UK

Dear Sir, 

Regarding 'Brussels to move against per-minute phone tariffs':

I recently visited Lithuania and used my mobile phone to make a call to another EU country. The call lasted 14 minutes and I was charged 29 pounds sterling by Vodafone. 

When I complained, they refunded me 23 pounds sterling but warned me that if I used my mobile phone again on roaming in Lithuania I would be charged the high rate without receiving a refund. 

This is contrary to the recent EU directive on roaming charges.
