Decent preparation, guidance during and reintegration after training stays abroad are the subject of a recommendation on the European Quality Charter for Mobility adopted by the Education and Culture Council.
Being able to move around, from one country to another or within the same country, in order to learn skills and languages is great - but not so great if the training received is of insufficient quality. In order to reach consistently high standards for people taking part in lifelong learning measures, the Commission proposed, as part of the "Education and Training 2010" programme, a charter on the quality of displacements for training purposes.
The charter contains proposals on the different phases of training measures, including preparation, the measure itself and wrap-up after the return of the person who has taken part in the training. Ten guidelines refer to these different phases:

The Council by and large endorsed these objectives of the Commission's draft. The Parliament's vote in first reading is planned for the end of September session, Strasbourg.
