While Europe is losing ground in global competition in the field of R&D, André Ferron, researcher for Confrontations Europe, explains in this article why he believes that the ambitions of the 7th Framework Programme for R&D (FP7) may be frozen.
For 2007-2013, the Commission has proposed allocating 130 billion euro to promote competitiveness, half of which would be earmarked for research and innovation. This is double the amount by comparison with the previous financial perspectives.
But, at the European Council in June, the Luxembourg presidency's compromise proposed cutting the funds allocated by the Commission to this field by 40%, sparking outrage in the Parliament and the research community.
