The Commission is promoting interfaith dialogue and networks of experts to curb terrorist recruitment.
On 21 September the Commission adopted a series of measures to combat terrorism and recommended ways to stop 'violent radicalisation' through a programme of 'inter-cultural understanding' and enhancement of integration policies.
The EU's foreign policy is also being adapted to reduce factors that can make certain countries becomes a 'breeding ground' for terrorists.
The plan is backed by a budget of 7m euro for a pilot project in the field of 'prevention, preparedness and response' to terrorist attacks.
