The European Commission proposed an action plan for regions bordering on candidate countries to help them prepare for enlargement. Twenty-three regions in Austria, Finland, Germany and Greece will receive 245 million euro in enlargement aid.

The assistance has several objectives:
  • building transport infrastructure between the opposite sides of the border,
  • improving information exchange between small and medium-sized companies,
  • promoting youth exchanges.

The European Investment Bank will provide extra lending facilities aimed at promoting environment and transport investments in border regions in the applicant countries. 50 million euro will be allocated for this purpose under the Phare programme.

Background:
The EU border regions will face specific problems due to enlargement, which the action plan should help them overcome. Commissioner Günther Verheugen, Commissioner responsible for enlargement, said that the plan will provide the border regions with "opportunities for increased integration, economic activity and growth".
