Payment Services Directive: The new payments landscape
The Payment Services Directive (PSD) was adopted by the EU Council of Ministers in March 2007, but an explosion in e-commerce through the internet and the ownership and use of smartphones has taken place since then. Dragisa Pesic, the new Prime Minister of Yugoslavia, presented his cabinet to the parliament in Belgrade on 24 July. In his inaugural speech, Mr Pesic insisted on the necessity of preserving the existence of the Federal Republic of Yugoslavia (FRY) despite separatist threats. The new government intends to set up a platform on the redefinition of relations between Serbia and Montenegro within the FRY.

In his inaugural speech, Mr Pesic announced that his government would mainly focus on the set-up of a platform on the redefinition of relations between Serbia and Montenegro within the FRY, with a view to possible changes to the Federal constitution. He said the government would work to reintegrate Yugoslavia into the international community, which in the long term implies, according to Mr Pesic, EU membership. The Prime Minister also promised to establish a "legal cooperation" with the Tribunal in The Hague.

The new government is composed of an equal number (5) of Serbian and Montenegran representatives. A coalition was formed between the Serbian reformist party (DOS) and the Montenegran coalition "Together for Yugoslavia" (KZJ). All Serbian ministers were also members of the previous government. Montenegro obtained posts in the Defence, Justice, Traffic, Trade and Telecommunications ministries.

Background:

Dragisa Pesic, a 47-year-old Montenegran economist and member of the Popular Socialist Party (SNP), was appointed by President Kostunica on 17 July to form a new government after the resignation of former Prime Minister Zoran Zizic. Zizic resigned on 29 June as a sign of protest against the transfer of former Yugoslav President Slobodan Milosevic to the International Court of Justice in The Hague.

Mr Pesic occupied the post of minister of finance in the previous government as well as in the last government under Milosevic.
