In State of the European Union 2007, published by the Observatoire français des conjonctures économiques (OFCE), Jean-Paul Fitoussi and other notable academics cite their expectations that 2007 will be a year of radical reform for the European Union. 

The context seems favourable, considering the German EU presidency, the 50th anniversary of the Treaty of Rome and the upcoming French presidential elections, which are likely to reshape France's stance towards Europe.

As an introduction, the researchers examine the concept of "public property" within the EU, considered as more significant for the well-being of European citizens than strict compliance with budgetary rules.

Throughout the text, they illustrate the status of the EU's recent recovery, pointing out that a number of structural reforms will be necessary to maintain a more durable upward trend.
