Près de quatre ans après les attentats du 11 septembre 2001, l'Organisation mondiale des douanes (OMD), qui regroupe 165 pays réalisant 99% du commerce mondial de marchandises, a conclu un un accord-cadre prévoyant le renforcement des normes de sécurité s'appliquant en matière de trafic de conteneurs.
Robert Verrue, director-general for Taxation and Customs Union in the European Commission, confirmed the Commission's full commitment to the Framework and to its effective application worldwide:"The Framework not only balances security and trade facilitation measures but will also improve collection of customs duties in developing countries in particular."
The EU, United States, Canada, Australia and Japan have all offered to assist developing countries implement the standards.
