A chance for a new foundation of the EU

In this ZEI discussion paper, Professor Ludger Kühnhardt puts forward the idea that the current crisis of the EU could be a real chance for a new foundation of the EU to make it more appealing to its citizens.

Kühnhardt argues that the EU is developing from an elite project into a natural part of the every-day-lives of European citizens. The nation states that are member states of the EU are fully europeanised, the author argues.

Over fifty years of time Europe has institutionally evolved, but has not really produced any real “Europeans”. Therefore, the proclaimed EU citizenship needs to be animated.

Kühnhardt further analyses the possible emergence of European political parties and the general framework of European enlarged social- and welfare state.
