The report of the Netherlands Institute for War Documentation (NIOD) concluded that "Dutchbat [Dutch peacekeeping unit in Bosnia] had to keep the peace where there was no peace", but also that "humanitarian motivation and political ambitions drove the Netherlands to undertake an ill-conceived and virtually impossible peace mission." The coalition Government was due to discuss the report on 25 April, but following continuing rumours of the resignation of Ministers Jan Pronk (minister of housing and environment) and Frank De Grave (minister of defence), an emergency debate was organised on 16 April.
Following the outcome of this debate, the Dutch Prime Minister, Mr Wim Kok, offered the resignation of himself and all ministers to the Queen, her Majesty Queen Beatrix. In view of the short time remaining until the next general elections, however, the Queen urged the government to continue for the benefit of the Kingdom. The next general elections are scheduled for 15 May 2002.
