Finnish minister disagrees with Barroso on EU treaty change

Finland's Europe minister Alexander Stubb questioned today (18 September) the need for a change to the European Union's treaty, saying such a move would require too much time and raise uncertainty.

European Commission President José Manuel Barroso last week called for the European Union to be turned into a 'federation of nation states', a vision he said would require an overhaul of the Lisbon Treaty.

"If treaty change is needed, then it must be done. However, I am slightly sceptical as to the real need for treaty change and also cautious about its feasibility," Stubb, minister of European Affairs and Foreign Trade, said in prepared remarks during a visit to Dublin.

"I would disagree with President Barroso when he said that we cannot move forward under the existing treaties."

A significant treaty change would trigger referendums, which would increase uncertainty, he said.

"I would take great precaution in introducing elements like treaty change or federalism into the equation, perhaps raising the bar of fixing the euro from the concrete and achievable to the theoretical and unachievable," he said.

Some members of the European Parliament, including committed pro-Europeans such as former Belgian Prime Minister Guy Verhofstadt, have also spoken out against Barroso's call, saying the EU needed to deepen the structure already in place, not become a federation of nation states.

Barroso has said his office would flesh out proposals for the future shape of the EU, including the legal changes required to become a federation, before mid-2014.

Stubb also said the European Commission was right in seeking integrated supervision over the region's banks, but said such a move would be "toothless" without the power to close non-viable banks.

"Bank resolution needs to be a part of the plan," he said.

The Commission wants to give the European Central Bank responsibility for monitoring all the euro zone's banks, although Germany wants only the biggest, systemically important banks to come under ECB supervision.

  • Why need the 'federation of nation states' a treaty change?
    the nations still retains their competences !
    This needn't a referendum ?
    This should be achieved at EU level.Exept it it is going to the United Countries of Europe.

    Or it should be given an Referendum if People want an United Countries of EU or an Confederation !
    Two Options are already on table!

  • An European should not be surprised at the direction Barroso indicates, that is a United States of Europe. Its where these dissemblers have been heading all along and the various crises along the way have been fuel for their fire. I believe Alexander Stubb is correct in that referenda in various countries (why not all, given the "awful" nature of what is being proposed?!) will throw the end resuylt into some confuysion and even more fudge. This is nothing to do with solving the Euro crisis - its all about the U S of E and long may it fail.

  • Dear Don Latuske!

    NO an NO again!!

    Barroso indicates clearly a federation of nation states which is a gold rule to raise economie again and to fight against unemployement !

    America was an condederation and before the Philadelphia convent and after a single powerfull federal Constitution!

    Don't mixed it up, please!!

    Don't let people smell honey in their mouth please!

    So we europeans have proved that we can save the Euro and rise economie together even if we have to go for an political union !

    Maybe Britts like to see dismantle the eurozon for their own benefits but we don't let desintegrate the euro !!

  • The European Union, nor the Euro, are purposes on themselves.
    What is paramount down-to-earth, is the quality of the biosphere, and of the way of life of its inhabitants, for Europe, and by extension for the whole world.
    For the southern part of Europe, both the Euro and the European Union, as they evolve currently, do not longer contribute to those types of quality. They should leave both of them, and join the North-African countries in a Mediterranean Countries Cluster.
    This would allow the northern countries to remodel their system along the above mentioned qualities, respecting the natural socio-diversity of its member countries.
    Any tentative to save the current system, or to model it further along a failed soviet-type system, risks to generate a new major conflict.

    How do you come with this idea??!!!
    Spain will never never join the North-African countries in a Mediterranean Countries Cluster.
    Even spanish people are unsatisfied by immigrants "coming" to Spain!
    Even la Guardia Civil and the spanish Gov has on its neck to catch up permanently clandestins!
    they had to cut social healthcare for the illegal immigrants!
    Spain wouldn't never open the door freely!
    We know what happen already with muslim i mean their hard mentality against "others"...
    We don't want stone on our head....

    I respectfully contradict your opinion, based on my current experience and work for local socio-economy in Morocco, mainly on the countryside ( http://globplex.com/grn/ ) and, even more, on what I learned about growing top level investments from spain in that country.

  • Current Lisbon Treaty is defective:
    Annex 1 to the Lisbon Treaty is constructed on non existing any more Brussels nomenclature.
    Therefore the Treaty must be changed in any case if the EU still respects rule of law.

  • As a Finn I read Stubb´s comment thus: No treaty change if it can be avoided as we, the finnish government, do not want a referendum as we know that only 3% of Finns would accept a federation.

    EVA (Elinkeinoelämän valtuuskunta) had a gallup made, and it was like: No Federation, No Nato, EU is undemocratic, bureaucratic and plutocratic, No Banking Union, No more bailouts etc.

    Government wants it otherwise, that´s why they don´t want to ask the people.

  • Current Treaty is definitively not defective when it comes to dissolve a greater political issue!
    The situation is too important to make a referendum about a treaty change !!
    I agree completely with Finland's prime Alexander Stubb!
    Whenever they achieved their EU "constitution" I only hope that finally the EU Citizen could elect their EU President (as their governors) democratically as in U.S. an not again the Parliament ....

  • Absolutely eveident defects:

    1. Annex 1 to the Treaty (constructed on non existing for more than 25 years Brussels nomenclature)
    2. European Guarantee and Guidance Fund -- is still in the Treaty, though it was replaced by 2 new Funds from January 1, 2007.
    3. Currently support for forestry is illegal, since the Treaty do not allow that.
    and etc.

  • Given Rikka's comments, I can see the Finns are intelligent as well as courageous (they fought the USSR to a standstill in the 1940's!!)Good for you, lads. tell them to stuff their federation where the sun doesn't shine!!
