Tensions loom over Gibraltar

Tension between Spain and the UK over the disputed territory of Gibraltar looks set to increase this week following Spanish reports that it intends to lodge a complaint with the United Nations and a planned arrival on the rocky outcrop later this week of UK naval ships.

Centuries of friction over Gibraltar, a British overseas territory to which Spain lays claim, flared up this month after Spain complained that an artificial reef being built by Gibraltar would block its fishing vessels.

The source – cited by Reuters – did not specify whether Spain would ask the United Nations to back a request for Britain to give up sovereignty or adhere to certain agreements, but taking the matter to international courts would mark a change of tack and could increase tensions.

Earlier yesterday (11 August), newspaper El Pais said Spain could take the matter to the International Court of Justice, the UN General Assembly or the UN Security Council, where Spanish Foreign Minister Jose Manuel Garcia-Margallo will seek support from Argentina, which is serving a term.

"We are studying taking the matter to the UN and these are all options that are being considered," the source said, commenting on the report in País.

According to the same daily, the Socialist opposition said that Spain should ask the EU to to intervene in the handling of the Gibraltar issue and thus avoid "false alliances" and adventures.

Spain looks to Argentina for support

"The minister is travelling to Argentina in September and plans to exchange ideas over the matter," he added. Argentina is immersed in its own dispute with Britain over the sovereignty of the Falkland Islands.

Spanish Prime Minister Mariano Rajoy threatened unilateral measures over the Gibraltar spat on Friday, while British navy vessels were heading to the territory for what both Spain and Britain have played down as a routine, scheduled visit.

Rajoy and his British counterpart David Cameron had agreed to try and calm tempers over the disputed territory, though both sides have been reluctant to back down on their positions.

Gibraltar, the tiny rocky promontory near the southern tip of the Iberian Peninsula, has been a source of on-off tensions since Spain ceded the territory to Britain in the Treaty of Utrecht 300 years ago.

The latest dispute arose last month when Gibraltar's boats dumped concrete blocks into the sea to create a reef for fish at the mouth of the Mediterranean.

UK naval deployment normal

Spain said the reef would restrict its fishing boats and hit back with tougher border checks and threats of a 50-euro fee for people crossing the Gibraltar border. It is not clear whether such a fee would be legal under EU law.

In an interview on Spanish television on Saturday, Margallo said the entry fee would not be imposed on workers who frequently cross the border for their jobs and pledged aid to the fishermen whose livelihood is being hit by the reef.

Royal Navy warship HMS Westminster is due to dock at the British territory within a week as part of an annual deployment, and it will be accompanied by two auxiliary naval ships on its stop. The deployment is part of a scheduled exercise, but could stoke popular tensions in both Spain and the UK.

  • I expect the Gibraltarians don't want to be part of the Spanish economic train wreck and who can blame them. I would have thought Rajoy should be more concerned about keeping Catalonia, but this is a good distraction I suppose.

    What happens if the Moroccans happen to want their bits of rock back?

  • Indeed - the hypocrisy and double standards on the behalf of the Spanish demonstrate the idealogical flaws which makes their agitation over this issue so transparent. What about Cuerta please Spain!? Oh, and a note for the journalist; 'Battleship' is a specific term for a large gun armed, armoured capital ship. Britain's last Battleship, Vanguard, was decommissioned and scrapped in 1960...

  • Agree with Charles. Funny how politicians create train wrecks in one place to distract attention from train wrecks in other areas.

    Anyway, I've lost by taste for Spanish wine, olive oil, jamón serrano, etc.

  • Good Lord!! Although there are only a few comments, all are in agreement!!! I would love to read any comments defending Spain's actions, legal or otherwise as well as hearing why Spain does not need to surrender its Moroccan outposts to avoid accusations of hypocrisy - as if a politician, Spanish or British could ever be called hypocrite. Shame on us all!!!!!!!

  • Countries enjoy a state of anarchy with respect to each other unless they agree to be constrained by rules, treaties and the like. That modern states occupy or possess bits of land all over the world is an artefact of how we got to the 21st century and evidence that civilisation is a work in progress.

    If Spain chooses not be constrained by these rules or treaties, what can be done? Legal action through the European Court of Justice as Spain is breaking some EU law?

    Or is Spain trying to pull a fast one, and by dragging in Argentina, creating a coalition of sorts?

    Scratch some of these modern democracies and underneath is an authoritarian trying to get out. The point of the EU was to constrain adventurism such as this, but clearly the lessons have been lost as Spain spins itself into the past.

  • Haha all over gibraltans dropping concrete in their waters to create an artificial reef stopping Spanish fishing in Gibraltan waters. Spain should stop over fishing it's own waters then if it really can't survive without the three miles of Gibraltan waters. Leave the people alone, and concentrate on your ruined economy.

    There are Many People Believe the English Empire stole Gibraltar from the Spanish People who are Gibraltar's Rightful Owners, and this is because England has a Proven History of Stealing,

    The Powerful English Empire made the much weaker Spain sign the 'Treaty' of Utrecht under Duress, which makes it Illegal under International Law, because Spain would Never have signed over Gibraltar under Normal Circumstances.

    It is long overdue for the English Empire, which includes its Secret Unofficial Puppet Colony of America to give the Province of Gibraltar back to its Rightful Owners, who are the People of Spain.

    A Large Group of Countries need to join together to seek Justice for Spain in the International Legal Sphere, as they also need to do for Serbia if they and the Serbian Politicians have any respect for that which is respectable, in my humble opinion.

    Anglo-America has slandered the Innocent Serbian People and their Leaders, and Serbia needs to File a Genocide Case against England Empire and its Secret Unofficial Puppet Colony of America, and the European Union, and share the Money with those Countriers that help Serbia gain Compensation.

    Set the Record Straight, and tell the Truth that Slobodan Milosevic and the were Serbian People were Innocent, and suggest that America and Nazi Europe Secretly place 30 Billion Bernanke Dollars in Serbia’s Bank Account as Compensation, and along with withdrawing support for Kosovo’s Independence,.
