The study is currently available only in the form of a draft final report. It indicates areas in which regulatory measures mainly apply, their effects and their consistency with public interest objectives. The study also examines how best to ensure that the development of national co- and self-regulatory models does not disturb the functioning of the single market by re-fragmenting the markets. The Hans Bredow Institute and the Institute of European Media Law presented the Draft Final Report on 19 January 2006 in Brussels. The authors will consider all comments which have been submitted by the 5th of February 2006.
