Is Lisbon strategy finally on track?

The Commission presented an optimistic interim evaluation of its renewed strategy for growth and jobs on 26 October. The final annual progress report is expected in December.

The "Technical Implementation Report" presented by DG Enterprise Director gert-Jan Koopman consists of a systematic state of play of all policy measures laid down in the Community Lisbon Programme.

The main conclusions of the report are:

  • By end of July 2006, the Commission had adopted 75 of the 102 actions promised in 2005, and; 
  • the other two institutions (Parliament and Council) need to speed up their adoption of the proposals: out of the 39 actions where both institutions need to have their say, only 9 have entirely gone through the legislative process.

By mid-October, member states were expected to send their progress reports of their national Lisbon action plan to the Commission. To date, the Commission has received 21 out of the 25 progress reports (only the Czech Republic and Sweden - due to recent elections - and Belgium and Luxemburg have not sent their reports yet). In general, the Commission has the impression that the ownership strategy has made a difference and member states are now more willing to implement the necessary structural reforms of their economies.

Next steps: 
  • The Commission will present its Annual Progress Report on 12 December 2006.
  • A substantial review of the Community Lisbon Programme is foreseen for 2008.
Background: 

In March 2005, the EU relaunched its Lisbon Strategy to become the world's most dynamic knowledge-based economy by 2010. More on growth and jobs and transfering more ownership of the strategy to national member states via national action plans were the two essential elements of the "Lisbon renewal".

Four months later, in July 2005, the Commission presented the Community Lisbon Programme, which proposed 102 policy actions to complement at European level the actions to be undertaken in the member states (see EurActiv 20 July 2005).

On 25 October 2006, the Commission made its first interim evaluation of the Community Lisbon Programme, demonstrating early satisfaction with the achieved progress and especially with the new "governance architecture" (ie the partnership co-operation with member states via national action plans under the leadership of a national 'Mr' or 'Mrs' Lisbon).
