Free Trade for Growth

In the context of 2020 sustainability targets, trade and environmental policies are closely linked. As part of the Doha WTO trade negotiations, the EU has pushed for more open trade in environmental goods and services such as renewable energy products, waste water management and energy efficient construction services to encourage the spread of these new technologies
around the world.  

Despite the fact that a study commissioned by DG Trade (2012) showed that the reduction of non-tariff barriers in all on-going and potential negotiations could provide an increase of EU’s GDP of 1.2%, companies are still confronted with both tariff and non-tariff trade barriers.

  • Is the EU proactive enough in launching plurilateral trade negotiations open to all countries to eliminate the trade barriers in green technologies? Can the APEC commitments to ‘Promoting Green Growth’ serve as a model?
  •  How can countries ensure a coherent trade policy for green technologies? What are the pros and cons for the existing alternatives (plurilateral treaty, ITA-like initiative, liberalization through regional or bilateral agreements)?
  • What are the steps for achieving an efficient international market?
