European Commission President José Manuel Barroso urged France on Wednesday (15 May) to push ahead faster with economic reforms in return for being granted two more years as promised to bring its budget deficit below the EU limit. The Commission will present more detailed recommendations to France on 29 May.

Speaking at the launch of a new report on the EU’s external action, compiled by 16 European think tanks, Lamy stressed that 90% of European growth in the next 10 years will originate outside Europe, with one-third of it originating in China alone.

China and Africa will be an important engine for economic growth in the next 20 years and Europe should seize the opportunity to engage with them strategically and not see them as a threat, WTO Director-General Pascal Lamy said Wednesday (15 May) in Brussels, where he attended the European Business Summit.

When it comes to European matters, election campaigns rarely provide a stage for level-headed discussion among politicians struggling for voters’ attention.

And Germany’s September election is unlikely to prove an exception to the rule.

“I think the question of Europe and its transformation will be part of the election campaign because there are different views on it,” Aiginger said in an interview with EurActiv.

The EU’s transformation into a more integrated bloc centred on the eurozone will be a key part of the German election campaign, according to Karl Aiginger, director of the Austrian Institute for Economic Research (WIFO). But politicians will probably give in to “populist statements”, he warns, saying the debate on Europe is currently “very irrational” in Germany.

After 18 years of membership in OECD, the Czech Republic has completed its transformation from being a recipient to becoming a donor of development aid.

The Czech Republic becomes the 26th member of the OECD Development Assistance Committee (DAC), nations which together provide as much as 95 % of total global development aid.

The Czech Republic has become the first country among the new EU member states to join the world's leading development donors. But Czech media and the public in general paid little attention to the accession to this prestigious club, EurActiv Czech Republic reports.

Investors start to respond to building efficiency regulations

Although renovation rates in Europe are low – at around 1% of total building stock – anecdotal evidence appears to suggest a pick-up in the energy efficient housing market.

“The pressure we are seeing from regulation on real estate markets is now affecting the financial model that we’re using,” she told EurActiv.

“Investors sense and feel that the regulations and requests on standards for buildings refurbishment, rebuilding and upkeep will impact the long-term value of their real estate.”

Europe’s rules on the energy performance of buildings are beginning to affect the investment decisions of pension funds and other financial institutions, said Tatiana Bosteels, the head of Responsible Property Investments at Hermes Funds Managers.

Authorities have sharpened scrutiny of financial benchmarks around the world since slapping large fines on some of the world's biggest banks for rigging interest rate benchmarks.

The European Commission said on Tuesday (14 May) it was investigating major oil companies over suspected anti-competitive agreements related to submission of prices to leading oil pricing agency Platts, a unit of McGraw Hill Group .

European authorities have raided offices of oil majors Shell, BP and Statoil in an investigation of suspected manipulation of oil prices, one of the biggest cross-border actions since the Libor rigging scandal.

EU ministers agree on overhaul of fishing rules

The deal, which needs the approval of the European Parliament, could end haggling over annual fishing quotas and introduce long-term plans to grow fish stocks.

It will overhaul the Common Fisheries Policy, which dates from the 1970s and is widely regarded as a failure for allowing subsidised, industrial-sized fleets to devastate fish stocks.

The deal, which took 36 hours of negotiations until dawn on Wednesday (15 May), will introduce a ban on the practice of throwing undersized or unwanted fish back into the sea, often to die.

European fisheries ministers have agreed to end decades of overfishing and ban throwing unwanted fish back into the sea to restore stocks to healthy levels by 2020.
