France urged to publish list of CAP beneficiaries

Just a week before the Commission decides on a European initiative on transparency, Commissioner Kallas has asked France to publish its list of CAP beneficiaries "for all citizens".

In an interview with La Tribune on 3 November, Commissioner Kallas estimates that France's publication of the list of the CAP beneficiaries would remove the widespread suspicions [about their subsidy payments] and launch a constructive debate. French legislation has so far not allowed for the publication of a list of CAP beneficiaries but as other EU countries have already made their list public, France might now feel pressurised to do likewise. 

According to Pierre Boulanger, from GEM (Sciences Po), CAP is a source of injustice and inefficiency in France, which, due to its complex nature, lacks transparency. Boulanger points to Commission remarks that the larger French farms are actually benefiting from more subsidies than their smaller counterparts. 

Kallas underlines the importance of the publication of such lists as "the credibility of national governments but also of the European institutions depends on it. We all need to justify to our citizens where their money goes".
