EU Summit Wrap-up: Leaders agree long-term budget

After 24 hours of talks, EU leaders have struck a deal on the 7-year budget hailed success, but have set themselves on a collision course with Parliament, which prepares to fight off the decision to cut spending that reflects austerity undertaken by many EU countries.

    But David Cameron may still veto it. He has to consider the fractured state of his party - over gay marriage in particular. His speech at Bloombergs and the referendum pledge, whatever its merits, has united the Tories, and he needs to keep his party together on this issue. A veto would upset his Lib Dem partners, but with the Eastleigh by-election in sight, that would suit him well.
