New security forum to be launched early 2007

As the European security research programme is set to be launched within the FP7, the Commission announces establishment of a new European security forum to do strategic security thinking beyond the programme.

Commissioner Günter Verheugen announced, on 13 October 2006, that a new EU security forum, composed of a range of public and private stakeholders in the field of security, will be established early 2007, to do overall strategic thinking related to security, beyond the official security research programme in the FP7. The forum will, in part, continue and extend the work conducted so far by the European Security Research Advisory Board (ESRAB), which recently published its recommendations on the content and implementation of the security research programme in the FP7.

The Commission also announced the selection of the last 15 projects funded under the Preparatory Action for Security Research (PASR). With these projects the total funding for security research technological projects and supporting activities, such as studies addressing a variety of issues to improve civil population security, amounts 45 million euro for 39 projects between 2004 and 2006.

The selected projects address mainly ways to combat terrorism, such as improving the detection of explosives at airports and the protection of the drinking water supply against bio or chemical terrorism. The overall aim of PASR is both to improve the security of EU citizens and to strengthen the European industrial base by creating new market opportunities. This work will be continued with the FP7's security research programme.

Next steps: 
  • Security research will be an integral part of the FP7 (2007-2013), with a total budget of 1.35 billion euro - around 200 million euro annually.
  • New EU security forum will be established early 2007.
Background: 

In February 2004, the Commission published a communication proposing a PASR - Preparatory Action for Security Research (2004-2006), preparing the way for a full European Security Research Programme (ESRP) starting in 2007. A budget of 65 million euro was earmarked for three rounds of calls for security research projects.

Following the recommendations (March 2004) of a high-level group of top European industry executives and policymakers, the Commission published a communication on Security Research in September 2004.

The European Security Research Advisory Board (ESRAB) was created in April 2005 to advise the EU on the development, content and implementation of the European Security Research Programme, as part of the EU's 7th Research Framework Programme (FP7).

The board published its final report on 22 September 2006 presenting its key findings.
