On 26 October 2006, the Commission announced the allocation of €9 million to take action against terrorist attacks, including measures to protect critical infrastructure, halt terrorist financing, and to prevent explosives falling into terrorist groups’ hands.

Justice, Freedom and Security Commissioner Franco Frattini, announcing the second financial allocation of its type since the ‘Pilot Project Fight against Terrorism’ was adopted in September 2005, said: “The actions financed under this project will enhance the European Union’s capacity to effectively prevent and respond to terrorist attacks…by training intervention personnel and by identifying key objectives and proper measures to protect our citizens.”

The executive stated that the EU programme ‘Prevention, Preparedness and Consequence Management of Terrorism and other Security Related Risks’ will continue in 2007, with an increased budget of some €137 million to be allocated for the 2007-2013 period
