MEPs to call for EU seat on UN Security Council

The Parliament is scheduled to discuss a report calling for the EU to strengthen its co-operation with the United Nations.

Background: 
The own-initiative report by Armin Laschet (EPP-ED, Germany), to be discussed by the Parliament on 29 January 2004, builds on the understanding that multilateralism is the best way of promoting peace and security in the world. In this context, the EU (which provides over 50 per cent of the UN's operational funds and over 60 per cent of its development aid) should play a more active role in the United Nations, and should become a fully-fledged permanent member of the UN Security Council as soon as its legal personality is recognised, the draft resolution argues. The report says that the future EU foreign minister, provided for in the draft Constitutional Treaty, should represent the EU on the Security Council. It adds that Africa, Asia and Latin America should each receive an extra seat in the Council.
