Social Affairs Commissioner Vladimir Spidla is set to present a strategy to deal with the double challenge of an ageing population and declining birth rates in Europe.

The Communication "Making demographic change an opportunity for Europe" will be adopted by the college of commissioners on 12 October. The new policy strategy will try to present solutions to the challenge of Europe's ageing population as the "baby-boom" generation begins to retire and families have less and less children.

The Communication will present the impacts of these demographic trends on the labour market, productivity, social security and public finances and propose concrete policy responses to these challenges.

The new strategic paper is a follow-up to the 2005 Green Paper "Confronting demographic change: a new solidarity between generations".
