Although figures differ and are not available in all member states, there has long been a general impression that women are under-represented in sport in terms of participation, leadership positions and media coverage of competitions involving sportswomen.
A June 2003 resolution from the European Parliament regarding women and sport embraces a variety of issues, such as sports structures, sport in schools, top-level sport, health aspects and greater participation in decision-making positions. It refers to women's sport as "an expression of the right to equality" and the freedom to "participate in sports publicly, regardless of nationality, age, disability, sexual orientation or religion".
The European Commission's July 2007 White Paper on Sport and accompanying Action Plan encourages the mainstreaming of gender issues into all EU activities related to sport, with a specific focus on access to sport for immigrant women and women from ethnic minorities, access to decision-making positions and media coverage of women in sport.
