In the context of the EU-US Summit in Washington, Energy Commissioner Loyola de Palacio will sign a charter establishing the EU's participation in the international Carbon Sequestration Leadership Forum.

Proponents of carbon sequestration say that capturing and storing carbon emissions before they enter the atmosphere would make it possible to rely longer on cheap fossil fuels for energy production instead of switching to more expensive renewables. Carbon sequestration would therefore reduce the costs of combatting climate change.

The development of carbon sequestration technologies is one of the key elements of President Bush's climate change strategy. With the Carbon Sequestration Leadership Forum, the US wants to stimulate international cooperation on developing and deploying carbon capture and storage technologies. Next to the United States and the European Union, countries such as Australia, Brazil, Canada, China, India, Japan, Russia, Mexico, South Africa and others are participating in this international forum.

Positions:

Environmental groups are rather skeptical of carbon sequestration technologies. They fear that the use of these instruments will allow continued reliance on fossil fuels instead of switching to renewable energy sources such as solar or wind energy.

Next steps:

The Carbon Sequestration Leadership Forum is held from 23-25 June in Nothern Virginia, United States.
