Ministers from Europe, North Africa and the Middle East agreed, on 17 December, to a six-year Action Plan which ultimately aims to create "a common Euro-Mediterranean energy market" based on free competition and reciprocal access to energy markets.

The relief over the release of the six medics on the morning of 24 July 2007, after eight years spent in prison, was mixed with unease over the transfer of vast amounts of money and other commitments the EU may have made in order to buy the benevolence of Libyan leader Muammar al-Gaddafi. 

Short of a final declaration and devoid of a "common vision" statement, the summit of the 35 countries in the Euro-Mediterranean partnership framework is still hailed as a success by some.

The upcoming 10th anniversary Euro-Mediterranean summit aims to breathe fresh life into the 35-state EuroMed co-operation framework. One specific goal is to set up a "genuine free trade area" by 2010.
