eEurope was launched in December 1999 to ensure the EU fully benefits from the changes the Information Society is bringing. eEurope's key objectives are to bringing every citizen, home and school, every business and administration, into the digital age and online. It plans to create a digitally literate Europe, supported by an entrepreneurial culture ready to finance and develop new ideas. eEurope also wants to ensure the whole process is socially inclusive, builds consumer trust and contributes to social cohesion.

The EU has ratified the international Convention on online services. The move comes only days after the Commission launched its e-TEN programme 2004 to bolster online services in the enlarged EU.

The EU's eLearning initiative seeks to mobilise all actors to speed up changes in the education and training systems for EU's move to a knowledge-based society.

Italy wants eGovernment to be a "top priority" for its six-month EU Presidency.

On 8 April, the Parliament adopted a resolution on the eLearning Programme, which supports actions to integrate Information and Communication Technologies (ICT) in education and training systems in Europe.

On 4 February, Viviane Reding, Education Commissioner, announced the launch of a new eLearning portal providing information on European and national initiatives in this field.

On 19 December, the Commission adopted a proposal for an e-learning programme to widen the use of new information and communication technologies (NICT).

On 28 May the Commission presented an eEurope 2005 Action Plan, due to be adopted by the European Council in Seville on 21-22 June 2002.

On Thursday, EU education ministers discussed future systems of education in the knowledge society and the Commission's "eLearning" initiative.
