France expected to revive 'social' tax proposal

Four months before the presidential elections, Nicolas Sarkozy's government has taken the offensive in a bid to show its determination in defending jobs in France.

The project for a social VAT had been proposed years ago but been buried shortly after Sarkozy's electoral victory in May 2007. The idea is now back on the agenda and a formal proposal will be presented to the French parliament in February, Prime Minister François Fillon said today (5 January).

A tax against outsourcing?

The French government is to present a proposal for a 'social' value-added tax that it hopes will reduce labour costs and increase France's competitiveness relative to its trading partners. EurActiv France reports.

Italy opens up to Romanian, Bulgarian workers

Rome decided to fully liberalise its labour market for citizens of the EU's two newest members as of 1 January, an official at the Romanian Embassy in Italy told EurActiv. The Italian Ministry of Foreign Affairs officially informed Romanian and Bulgarian diplomats about its decision on 29 December.

Crisis-struck Italy is lifting labour market restrictions for Romanians and Bulgarians while nine other EU countries are maintaining their curbs, with several citing high unemployment.

Belgium complains of 'social fraud' by Eastern workers

Despite earlier indications to the contrary, one of the first decisions of the newly appointed Prime Minister Elio Di Rupo has been to extend until the end of 2013 the restrictions on Bulgarian and Romanian workers in Belgium.

Belgium has refused to open its labour market to workers from Romania and Bulgaria on the grounds that many nationals of those countries already working there cheat the social benefits system, EurActiv has learned.

Parliament backs single permit for foreign workers

The rules – already agreed by member states’ governments – offer foreign workers the right to similar working conditions, pensions, social security and access to public services as EU citizens.

First proposed by the Commission in 2007, migrant workers will have a single application procedure for residency and work permits once member states transpose the single permit directive into national law, which they are required to do within two years.

One-stop shop for foreign workers

Workers from outside the European Union will be able to apply more easily to live and work in member states following European Parliament’s approval yesterday (13 December) of a single permit directive.

The austerity measures taken in response to the European sovereign debt crisis have had a devastating impact on people with disabilities, leading to allowance cuts and a rise of unemployment rates that could generate greater economic and social exclusion, says John Evans from the European Disability Forum.

John Evans is a disability rights, equalities and diversity consultant, trainer and researcher in the UK. He is currently on the Board of Directors of both the European Network on Independent Living, and the European Disability Forum.

"We are currently living through unprecedented times. How things have changed since 2007. Then we were going through a new age with the UN convention for the protection and promotion of disabled people rights. It felt like we had an international legal instrument which recognised the rights of citizens.

Belgium to drop labour restrictions on Bulgarians, Romanians

The daily Sega wrote on Friday (2 December) that the decision is to be officially adopted this week by a “mixed committee” representing the Flemish, the Walloon and the Brussels regions.

A Romanian delegation of the Socialists and Democrats have been holding negotiations with Flemish minister Philippe Muyters, in charge of employment and finance, for  two years. They say they are confident that the last hurdle has been lifted.

Romanian and Bulgarian workers should be allowed in Belgium as of 1 January next year, after Flanders, the last Belgian region opposing the move, lifted its veto.
