The dramatic increase in imports of textiles from China into the EU since the cessation of trade restrictions in January 2005 has led to serious fears for European industry, particularly in Greece, Portugal and Slovenia.
In April the Commission began a 60-day investigation into the importing of nine textile products. The situation has become so grave, however, that it has now decided to push for urgent action on two of these products, T-shirts and flex yarn, for which imports have increased by 187% and 56% respectively since the beginning of the year. Talks will take place under WTO rules, which allow urgent action to avert serious harm to industry. If China does not agree to measures leading to immediate results, the Commission may impose quotas which would last until the end of 2005.
Commissioner Mandelson's action may give a boost to support for the European Constitution in the upcoming French referendum, as there is much concern over job losses in the French textile industry.
