The first day of the Feira summit was overshadowed by a serious row with Austria and the Dover immigrants drama. Union leaders refused to lift the diplomatic santions against the government of Chancellor Schýand Austria reacted by blocking a compromise on the savings tax.

The discovery of 58 dead illegal immigrants in Dover prompted European Union leaders to announce stricter measures to stop the trafficking of human beings. The drama might also speed up the EU's harmonisation of asylum policy.

The EU leaders also gave the green light for Greece to become the 12th Euro member by 2001.
