EU foreign ministers urge Serbia and Montenegro
to decide on new constitutional arrangement within federal
framework

EU foreign ministers urged the authorities of Serbia
and Montenegro to decide on a new constitutional
arrangement for relations between the components of the
Yugoslav Federation within an overall federal framework.
They warned the Montenegrin government against any
unilateral action which could jeopardise this negotiating
process.

At their meeting in Brussels on 22
January, the foreign ministers of the Fifteen welcomed
the democratic and economic reform, reconciliation and
regional cooperation, which “will bring the Federal
Republic of Yugoslavia closer to the European Union
through the Stabilisation and Association Process.”

Montenegrin Foreign Minister Branko
Lukovac criticised the EU for taking Serbia’s side. He
said that would make the debate on the future of
Yugoslavia more difficult.
