On 22 April, the legal affairs committee of the Parliament will vote on the Manders report on environmental liability.
The Manders report deals with the 2002 Commission proposal for a Directive on environmental liability with regard to the prevention and restoration of environmental damage. It has already been discussed by the environment committee in January 2003 (seeEURACTIV 23 January 2003). The Environment Council had a debate on the topic in its meeting of 4 March (seeEURACTIV 6 March 2003).
The key issues in the debate are:
the scope of the directive: especially on the question of damage to biodiversity, Member States are seriously divided;
financial security provisions for companies: should they be mandatory or voluntary?
legal instruments for companies to defend themselves against liability claims.
