Good news – I can help on this one. The methodology used is as follows. All projects get a 3 digit number. The EC (hello DG Energy – your secret is out!) – have a board with a spinner and with numbers 1 to 9. They spin the pointer and generate random 3 digit numbers. DG Energy tells me that they will make the process more transparent by running it with Eurolottery thus allowing the great Euro pubic to see what their money is being wasted on (oh hang on)…..properly spent on.
