A new cooperation mechanism for the enlarged Union

The study concludes that the enlarged Union should have at its disposal the mechanism of reinforced cooperation. The existing treaties should be amended accordingly. A general article on cooperation among the Member States should be included in the future Constitutional Treaty, stipulating that intergovernmental cooperation among a number of Member States is allowed, but that membership of the EU imposes certain constraints to the scope and substance of this cooperation.
