The EU’s controversial banana regime is again on the agenda of EU Foreign ministers. On 5 July, the Commission has proposed a new strategy to end its long-term conflict with the rules of the World Trade Organisation.

In 1997, the Dispute Settlement Body of the WTO ruled that the EU common market organisation for bananas was not in conformity with the WTO. In April 1999, the WTO authorized the US to impose trade sanctions for an annual value of $191 million. Since then, the US has applied custom duties on several EU products. It now also threatens to start a Carousel, whereby the products subject to sanctions would be rotated every 6 months.
