Subscribe now to our newsletter EU Elections Decoded Email Address * Politics Newsletters BackgroundDG Enterprise has recently launched an online consultation to determine whether there is an "overriding need" coming from the public to legislate mandatory ranges of sizes for packaging in the EU. Stakeholder contributions will be considered by the Commission in a new proposal, due to come out in 2003, aiming to revise pre-packaging legislation. The consultation only concerns sizes, while metrological requirements are not part of the current debate. The review is part of the Commission's pilot project concerning the Business Impact Assessment system, which aims to explore ways to better assess the costs and benefits of legislative proposals to business as well as to integrate environmental, social and economic impacts in a coherent impact assessment method. In this context, DG Enterprise published a working paper to provide a basis for assessment and discussion as well as to determine the criteria for policy analysis and evaluation. The document considers the trade, consumer protection, market transparency, environmental and other aspects of the legislation. The working paper, for instance, suggests that freeing up commercial freedom in pack sizes would offer consumers more choice and industry an incentive to innovate and improve competitiveness. The consultation is open to the public until 31 January 2003.
