The following abstract is taken from the study “Prospects for Third Generation Mobile Systems” by the IPTS

The purpose of the report has been, on the one hand, to identify factors that will facilitate the success of the European UMTS networks and services, and, on the other hand, to propose policy options for the successful deployment of 3G services in EU15. The results are based upon an investigation of the mobile Internet developments in Japan, complemented by selected findings from Korea, and compared with developments in selected key countries in the EU. The various chapter contributions have identified a number of potential success factors, drawing from the Japan case and other successful cases, and also from informed judgement and theory.
