Bulgaria informed the European Commission that it cannot accept the proposed draft negotiating framework for North Macedonia and the attached draft declaration because it does not provide the necessary guarantees for meeting the conditions set by Sofia.
Bulgaria considers it unacceptable to have the conditions set for North Macedonia included in a EU Council declaration accompanying the negotiating framework because such a declaration is not legally binding and does not provide the legal guarantees that Bulgaria wants, the country’s foreign ministry said on Friday.
Prime Minister Boyko Borissov and North Macedonian counterpart Zoran Zaev held a telephone call on Sunday – possibly in a bid to find a solution to the matter – Northern Macedonian news agency MIA reported. However, Borissov has not yet made the conversation public.
