A ‘smart’ model for European innovation policy

A new Commission publication summarises 11 recent reports on innovation policy and outlines a European model for ‘smart’ innovation policy.

The publication is designed to help policy makers at regional, national and European level to introduce effective and targeted legislation to promote innovation in the EU. It is based on a study, undertaken by DG Enterprise, which aims to examine topics of concern to policy makers in Europe, in order to improve their understanding of organisations' innovation needs, and to assess the impact and shortcomings of current policies.

The book reviews innovation policies and activities within the 13 accession and candidate countries, assessing the extent to which businesses are ready to compete in the European single market. It also examines the success of respective national innovation policies, and concludes that while a number of problems exist, policy intervention can have a dramatic effect if innovation is a priority both in political and budgetary terms.

Furthermore, the publication offers an assessment of the correlation between innovation and employment, and an analysis of cooperation between universities and the private sector. It also looks at the funding of innovation, the impact of industrial relations policies on innovation and corporate tax regimes as a means of promoting innovation.
