Culture Council wants qualified majority voting to be applied to cultural policy

Culture Ministers discussed the place of culture in the future EU constitution during their informal meeting on 24-25 May 2003. Most of the Member States support a change from unanimity to qualified majority voting in this field.

On 24-25 May, Culture ministers gathered in Thessaloniki, Greece, to discuss the place of culture in the future EU constitution.

The Greek Presidency presented its Conclusions which state that:

  • Member States want to keep culture in their national competence; The EU is only granted power to support or complementing actions of Member States. This is in line with the current draft Constitutional Treaty which includes education, training, youth, culture and employment as "Areas of supporting Measures" (Art 15).
  • most Member States agree to replace unanimity with qualified majority in the field of culture. However, international trade trade agreements should be adopted unanimously;
  • budgetary resources allocated directly or indirectly to initiatives in the culture and audiovisual should be increased.
