Recent oil price revolts in several EU member states have brought energy policy back high on the political agenda. Last week's release of the Green Paper sparked sceptical reactions by environmentalist groups that Commissioner de Palacio is trying to introduce a comeback for nuclear power. The EU's nuclear industry hailed the Green Paper as a "step in the right direction". The energy Council meeting of 5 December will also try to find a political agreement on renewable energy and an action plan to improve energy efficiency. In a press release on 4 December, the Greens/EFA Group in the European Parliament welcomed the Commission's commitment to prioritise energy efficiency and renewables in its final version of the Green Paper. Green MEPs also warned ministers not to ignore the Parliament's calls for binding national targets for renewable energy and proposed to set up a European Agency for energy efficiency.
