According to an article in British Sunday Telegraph, the report accuses the Commission of "gesture politics" and calls for serious reforms of the Commission's aid-giving programme and management. The attacks on the EUs aid policy are not new. Even External Relations Commissioner Patten recently criticised Brussels' aid programmes for not being effective.
