European Security Research Programme envisaged by 2007

In its Communication on Security
Research, the Commission recommends launching European
Security Research Programme with a “sufficiently large
budget”.

The Commission has issued a Communication on Security
Research. The Communication is a response to
recommendations of a high-level group of top European
industry executives and policymakers published last March.
In its Communication the Comission recommends, amongst
others: 

  • Development of a European Security Research Programme
    (ESRP), as part of the 7th EU Research Framework
    Programme 
  • Consultation and co-operation with stakeholders, via
    a ‘European Security Research Advisory Board’ to be set
    up in 2004  

In their report last March, European industry and
policymakers recommended an annual EU budget of 1 billion
euros for security research. The Commission Communication
proposes a “sufficiently large budget”.

Once the ‘European Security Research Advisory Board’ has
been set up this autumn, it will start advising the EU on
the content and implementation of the ESRP. The Commission
will present its proposal on the content, financial aspects
and institutional framework for an ESRP in 2005.
