In this article Hayes analyses the policy plan on legal migration which, he says will introduce fast-track migration with settlement rights for skilled workers and temporary admission with no rights for unskilled workers.

He looks at the community preference principle, the proposed position of highly skilled and seasonal workers and asks whether the new scheme will genuinely protect the human or economic rights of such workers.
