Communication on Integrated product policy to be discussed on 18 June

The adoption of the Communication on Integrated Product Policy (IPP), which was foreseen on 27 May, has been postponed to 18 June. The Communication is set to play a decisive role in the setting of sustainable patterns of production, one of the key messages of the Commission’s Green week 2003.

The forthcoming draft Communication on the way forward to Integrated Product Policy (IPP), which aims to promote life-cycle thinking for products, was scheduled for the Commission's meeting of 27 May. Disagreements among different DGs led to last minute changes and to a delay in the adoption of the proposal to 18 June.

The Commission's proposal is said to be based on two elements:

  • "framework conditions": the promotion of policy measures and instruments (such as voluntary agreements, green procurement, taxes and subsidies, life-cycle analysis databases, EMAS, ecolabel...) to be used on many different products;
  • "a product specific approach": development of pilot projects for selected products, after consultation with industry and other stakeholders.

According to the Commission's spokesperson, the Commission is keen on developing pilot projects for particular products. After the adoption of the Communication by the College of Commissioners, a consultation with the stakeholders will be launched in order to define how to have a life-cycle thinking from the cradle to the grave of a product to reduce pollution. The 6-month consultation period should run until mid-December.
